Ukhrul, 5 November: A controversy has erupted in Hunphun, Manipur’s Ukhrul district over the alleged secret withdrawal of ₹2.99 crore land compensation meant for the collective benefit of Hunphun public land at Phungthar–Ngahong. The Elders’ Forum and youths of Hunphun village have jointly denounced the act, calling it a “blatant and shameful misuse of public trust”.
“We have no personal animosity with anyone. But what was done is a betrayal to our community and our coming generations. This compensation belonged to Hunphun’s public — not a handful of self-serving individuals. It was withdrawn secretly like a theft. This is corruption at its worst, and we cannot and will not accept it,” said Somi Zimik, Retd. Chief Security Officer (IRS) and Convenor of Hunphun Yaron Kazip.
Maranchan Luikham, Retd. IAS Officer and former Chairman of the Ukhrul/Hunphun Executive Council (UHEC), alleged that the headman had direct involvement in the suspicious transaction. “We found documents showing five individuals and the headman himself signing for a total of ₹2.99 crore. The headman personally witnessed all the signatures. Why should the village headman act as a witness for individuals in a public land transaction? This is an alarming irregularity — a mockery of accountability,” Luikham questioned.
Hopkinson Chiphang, Retd. SPDO and member of the Hunphun By-law Drafting Committee, expressed grave concern over the failure of the Village Authority to uphold customary laws. “According to the Hunphun Riyan, the VA is required to convene at least two General Body meetings every year. But the present VA has ignored this fundamental provision, acting with vested interest and bypassing all traditional norms,” he said. “This cannot be taken lightly. It is a violation of our own customary governance.”
The forum has urged the district administration to initiate a suo moto inquiry into the matter and has announced that legal proceedings are being prepared against those involved.
The press conference, attended by numerous elders, intellectuals, and youths, concluded with a strong resolution to defend Hunphun’s public land from exploitation and manipulation. Former Hunphun headman H.A. Sarimaya had officially declared the Phungthar–Ngahong area as public land for all needy Hunphun families.
“It was meant for communal benefit, not for private enrichment,” the forum reminded.
The forum has urged the agitated youth to maintain calm and allow due process to take its course until the upcoming General Body meeting.
“We will not allow corruption to take root in Hunphun. This is a fight for truth, transparency, and the dignity of our people,” the Elders’ Forum declared.
