Ukhrul, Manipur | EKHON: The Maku Village Authority has issued a strong statement expressing shock and displeasure over what it termed as prolonged inaction by the Manipur State Rural Development Agency (MSRRDA), the Rural Engineering Department, and the Engineering Cell (Hill–1) of the Health & Family Welfare Department, Government of Manipur, regarding two incomplete infrastructure projects in the village.
According to the Village Authority, the work order for the PMGSY Road Package No. MN-KMJ (A) MN09153 Phase–XI, stretching 8 km from TO2/BRTF Road to Maku, was awarded to M/s HVS Construction Materials Pvt. Limited at a tender amount of Rs. 334.69 lakh, with an additional Rs. 46.02 lakh allocated for five years of maintenance. The project, sanctioned under the Pradhan Mantri Gram Sadak Yojana (PMGSY), was scheduled for completion within 18 months—from October 27, 2018, to April 26, 2020.

The package included the construction of five retaining walls, ten breast walls, and 80 metres of pucca drain. However, the Village Authority alleged that none of these components have been completed.
Although blacktopping work reportedly began in March 2024 after repeated complaints from villagers, the contractor allegedly abandoned the site in May 2025, citing non-disbursement of funds and other issues. The Authority claimed that only the 8 km blacktopping was partially executed, leaving critical structural components unfinished.
A written complaint was submitted to the Chief Engineer, RED/MSRDA, Imphal, on October 30, 2025 (DAK No. 1851), requesting inspection of the work site. The Village Authority stated that no official has visited the site to date.
“Nine months have passed since the work stopped, yet there has been no resumption. The contractors and concerned departments continue to display complete insincerity and an apathetic attitude towards the plight of the hill people,” Maku Village Authority said.

The Authority further alleged that the contractors and certain officials appear to be acting in connivance, allowing the project to remain incomplete without penalty or accountability.
In a separate case, the construction of Infrastructure Support for a Building-less Sub-Health Centre at Maku Village in Kamjong district, sanctioned under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) for FY 2022–2023, has also been left incomplete.
The project, awarded to M/S Kshetrimayum 1st Class Contractor at a bid price of Rs. 50,45,816, began in late October 2024. However, according to the Village Authority, the contractor ceased work toward the end of October 2025 without completing the construction.
The Authority stated that it had repeatedly requested the subcontractor, Guneshor Singh, to maintain the required quality standards of building materials, but alleged that the concerns were ignored before the work was abandoned.
“We urge the concerned departments and the Government of Manipur to immediately take action against the erring contractors and ensure that the works resume strictly in accordance with approved norms and guidelines,” the Village Authority said in its statement.
The Authority has given the departments a 15-day deadline to ensure resumption of the projects, warning that it would be compelled to pursue further courses of action if no response is forthcoming.
