Naga Youth Demand Action Against Biased Central Forces in Manipur Hills

Ukhrul, Manipur | EKHON:  A Tangkhul Naga youth organization, Khanuithot-Khon (The Voice of the Naga Youth) who alleged an unconstitutional conduct and bias by Central Security Forces in Manipur’s hill districts has submitted a memorandum to Prime Minister Narendra Modi.

The representation, addressed to the Prime Minister’s Office in New Delhi, raises serious concerns about the role of security forces amid ongoing tensions between the Tangkhul Naga indigenous community and Kuki refugee groups, particularly in Ukhrul District and Kamjong District.

In the memorandum, the youth body claims there is a “pattern of differential application of force,” alleging that Central forces have disproportionately targeted Naga communities while failing to act consistently against armed elements linked to Kuki refugee groups.

The group further alleges instances of inaction, intimidation, and coercion, raising questions about whether constitutional guarantees, particularly equality before the law and protection of life and liberty, are being upheld.

“These actions, if proven, strike at the very foundation of constitutional governance,” the memorandum states, warning of a growing erosion of public trust.

Citing Articles 14, 21, and 355 of the Constitution of India, the organization emphasized the Union government’s duty to ensure neutrality, protect citizens, and maintain lawful governance during internal disturbances.

The memorandum also notes that such alleged actions could be subject to judicial review under Articles 32 and 226, potentially paving the way for intervention by higher courts.

The appeal references a high-level security meeting reportedly chaired by Union Home Minister Amit Shah on March 20, 2026, attended by Manipur’s top leadership. The meeting had reportedly directed strict action against armed groups and recovery of looted weapons.

However, the youth body claims that implementation gaps may have allowed certain groups operating under the Suspension of Operations (SoO) agreement to function beyond designated limits, calling for stricter enforcement and review of the arrangement.

Among its key demands, the organization has called for: A time-bound independent inquiry led by a sitting or retired High Court judge. Immediate directives ensuring neutrality of Central forces. Transparent accountability mechanisms, including audits and incident reporting and a review of deployment structures in conflict-affected areas.

The group also warned that failure to act could lead to legal action, including petitions before the Supreme Court or High Courts.

Describing the memorandum as a “constitutionally grounded appeal,” the organization stressed that its objective is not confrontation but restoration of fairness and public confidence.

“The Naga youth remain committed to peace and unity,” the statement concludes, “but such unity must be anchored in justice, legality, and equal protection under the law.”
