Ukhrul, Manipur | EKHON: Tensions ran high in Shangshak, Ukhrul district, and Phungyar, Kamjong district, after Assam Rifles personnel allegedly blocked civilian vehicles from travelling through the Shangshak route. The incident occurred while the crucial NH-202 highway remained inaccessible due to the ongoing Kuki blockade in the region.
In the statement issued by Khanuithot-Khon, Voice of the Naga Youth, it strongly condemned the “arbitrary restriction” on civilian movement during a period of severe humanitarian distress.
It said civilians attempting to use the Shangshak route reportedly faced obstruction without any publicly declared curfew, written order, or official notification explaining the restriction. The group further alleged that some civilians were threatened and intimidated when they attempted to record the incident on video.
The youth organisation argued that such actions raise “serious constitutional, legal, and humanitarian concerns,” particularly in light of Article 19(1)(d) of the Constitution of India, which guarantees citizens the right to move freely throughout the territory of India, subject to lawful restrictions.
The statement emphasized that security forces deployed in conflict-affected areas are expected to ensure safe civilian passage, maintain access to essential supplies and emergency services, and prevent unlawful blockades by armed groups. Instead, it alleged that the incident at Shangshak reflected “selective enforcement” and conduct that further deepened public insecurity and mistrust.
Khanuithot-Khon also questioned the reported intimidation of civilians documenting the incident, stating that citizens in a democratic society cannot be arbitrarily prevented from recording public conduct unless specific legal restrictions are in place.
The youth body called for immediate clarification from the Assam Rifles regarding the legal basis for restricting civilian movement at Shangshak. It also demanded public disclosure of any operational order or directive authorising the obstruction, assurance of safe and unhindered civilian passage amid the ongoing NH-202 blockade, and an impartial inquiry into the alleged intimidation of civilians attempting to document the incident. Additionally, the organisation urged the Government of Manipur and competent civil authorities to intervene and ensure that security forces operate strictly within the framework of the Constitution and the rule of law.
The statement further asserted that civilians “cannot and must not be treated as enemies within their own land,” and called for transparency, accountability, and respect for fundamental rights during the ongoing crisis.
